Starting a Pet Care Brand in India: Licences, Standards and the Grey Areas Nobody Explains

India’s pet care market is growing fast, and it attracts first-time founders because the shelf still has gaps. The catch: pet products are regulated in patches. Some rules are strict, some are voluntary, and a few areas are grey. If you know where the lines are, you can launch faster and avoid a costly recall.

The basics every pet brand needs

  • Entity, PAN, GST and a current account. Marketplaces and payment gateways ask for these first.
  • Trademark. Pet food and treats usually fall in Class 31; pet shampoos and grooming products in Class 3; supplements and medicated products in Class 5. File in every class you plan to sell in.
  • Legal Metrology registration and compliant labels. Packaged pet products still need net quantity, MRP, manufacturing date, manufacturer details and consumer-care information.
  • Barcodes. Get GS1 India barcodes if you plan to sell on marketplaces, quick commerce or in modern retail.

Pet food and treats

The Bureau of Indian Standards has a national standard for dog and cat food, IS 11968:2019, covering ingredients, nutritional requirements, hygiene, packaging and labelling. At the time of writing it is voluntary, but serious retailers, marketplaces and informed pet parents increasingly expect it. Building to it from day one costs little extra and protects you if it becomes mandatory.

What we recommend for any pet food launch:

  • A manufacturing partner with food-grade hygiene practices and batch records
  • Proximate analysis (protein, fat, fibre, moisture, ash) from an accredited lab, to back what you print on the label
  • Microbial and aflatoxin testing, especially for grain-based kibble and treats
  • Shelf-life testing to support your best-before date
  • A clear statement of whether the product is a complete food or a treat or supplement

Importing pet food

If your pet food contains ingredients of animal origin and you import it, you need a Sanitary Import Permit from the Department of Animal Husbandry and Dairying before the goods ship, along with a veterinary health certificate from the exporting country. Animal-product imports are cleared only at ports with animal quarantine services, so plan your logistics around those.

Shampoos, sprays and grooming products

India’s cosmetics rules are written for products used on people, so a pet shampoo that only cleans and conditions generally does not need a cosmetics licence. The line moves the moment you make a therapeutic claim. A shampoo that says it kills ticks, treats itching or cures skin infections may be treated as a drug or insecticide, which brings a very different set of licences. Write your claims first, then decide which rules apply.

Supplements and medicated products

Joint supplements, probiotics and calming chews are growing categories. If they make disease-related claims or contain drug ingredients, they may need veterinary drug approvals. Keep claims to general wellness unless you are ready for that route, and get a regulatory review before you print.

Where pet brands usually slip

  1. Claims borrowed from human products. “Vet recommended” or “clinically proven” needs evidence you can produce.
  2. No nutritional testing. Printing protein and fat numbers without a lab report is a listing rejection waiting to happen.
  3. Short shelf life. Quick commerce and retail want generous remaining shelf life at delivery; plan batch sizes accordingly.
  4. One trademark class. Treats in Class 31 and shampoo in Class 3 need separate protection.
